cPanelX---can't access it

I can't access my cPanel which I normally click on http://majordomoers.freesitespace.ne.../x3/index.html
but it goes nowhere. How do I access it...full code please.

it looks like you can't even browse to the main site, so i am guessing the server is down. you should report this in the appropriate server sticky and request a reboot.
