The background is pretty colorful, but I suppose it's really no more than a margin on my 1024 display.
Just to be picky, your favicon link is not self-closing. Add a slash.
I prefer that the whole page scroll, but I wouldn't be able to argue against the fact that this way the navigation remains on top.
It's discomforting to see the top and bottom padding for the navigation bar are off by a factor of 2. Furthermore, the link background seems to get a little wider when they become span#here, but I haven't looked at how to fix that.
Why did you set the line-height of #content h2 so low? If you want to make them take up less space, try reducing their margins instead.
I think you should put a border-bottom on the h2 instead of using an <hr />. Otherwise, at least move the <hr /> out of the <h2>.
As for h3s, I don't understand why you have some light-on-dark and some dark-on-light. In the former, I'd like to have more padding on the top and bottom to make the text a consistent distance from each edge. Furthermore, maybe you should make subhead a class of some h3s rather than a surrounding div. This saves a little bit of markup.
The Word of the Day is pretty attention-grabbing... too attention-grabbing.
Your Work History section is an example of a valid use of a table, that is, to express tabular data. Your Skills section looks like you just used the table for formatting purposes (unless there's some categorization that I'm missing). Consider merging the three lists and using CSS to deal with the formatting.
I don't like the way the copyright background is. I think it would look better as one big rectangle with the same width as the page block.
I totally agree 100% with wh0. For me the bggest problem is the background as it distracts a visitor too much from the actual content. Other than the other points wh0 mentioned, it's good!
using IE, the upper half of the header text on content pages is covered by the nav bar.
i like the concept, background/color/style.
i think the way you laid out your skills, works for this web resume. it seems to balance the page with the objective and work history. but i'm not in HR. so...
